Foreign students who have been accepted or will be accepted into a doctoral program at a Canadian university are eligible. Students must be recommended by a university and must be active in the social sciences and humanities. The Foundation favours applications from students of developing countries. Trudeau Scholarships can be awarded to Canadian citizens studying at an approved foreign university, but the vast majority of the scholarships will be given to candidates pursuing doctoral studies in a Canadian university.
